Minutes April 2023

 

PRESENT: Parish Councillors: M ASTON(CHAIR), J GIMBLETT, D GATEHOUSE, J MURPHY, P MACPHERSON, J NEWBERY, M THORNTON-TRINDER and R WEBB

IN ATTENDANCE: CLLR T HARVEY (Stratford District Council (SDC)), IAN WILSON (CLERK) and six members of the public. 

  1. Apologies

Apologies were received from Cllr N DUNN, and CLLR I SECCOMBE (Warwickshire County Council (WCC) and these were accepted.

 

  1. Declerations of Interest and Request for Dispensation

          None

  1. Acceptance of Minutes from Previous Meeting

The minutes from OGM in March 2023 were agreed and accepted, subject to the addition of pot holes in Newbold being discussed and flagged to County Highways for action.

 

  1. Tramway Project

Mr Andy Fincham on behalf of the working group of three presented an update on this project that TPC had committed to support. Noted that only expenses to date are with Land Registry

The meeting noted that the proposed route from Stratford to Newbold was part of phase one of the cycle/walkway to Shipston (map circulated separately).

Public and private landowners affected by the proposal in Newbold, Armscote, Blackwell and Darlingscott had all been consulted and WCC had been notified for planning purposes. The route is included in the draft WCC cycle and walking plan. Public consultation has so far proved favourable, as are other key stakeholders (including Travel England and National Cycling Groups).

Noted that the next phase is community engagement to have enough volunteers to clear the parts of the route owned by WCC. Once the existing working group has co-ordinated community volunteers, feasibility and local council approval the day to running will pass to another organisation to progress to completion.

 

  1. Matters Arising from Previous Minutes

Traffic Calming – Further details to be sought from residents and WCC as to what is being proposed and potential cost for moving 30mph zone in Tredington.

CSW – CLLR THORNTON-TRINDER currently liaising with local police regarding positioning of CSW etc. Wheelie bin stickers alerting traffic to reduce speed were available and CLLR THORNTON-TRINDER had a supply of these.

Newbold Open Space – The clerk had asked Lioncourt for an up-to-date accurate map of the area to be transferred. The parish council is producing a draft agreement and legal letter for the transfer.

 

  1. Public Participation

A Newbold resident asked that the parish council contact the owners regarding dangerous dead trees around the churchyard. It was believed that these were the responsibility of the housing association (Orbit). CLLR HARVEY (SDC) would liaise with contacts at Orbit to agree action.

 

  1. Chairman's report and other reports

 

  1. Chairman/Newbold:  CLLR ASTON’s matters had been covered under matters arising. This was CLLR GIMBLETT’s last meeting and CLLR ASTON on behalf of the council thanked him for all his service.

 

  1. Clerk: The clerk’s items were covered under matters arising and correspondence.

 

  1. Armscote: CLLR THORNTON-TRINDER noted recent potholes and flooding in the hamlet. She would continue to liaise with WCC and residents towards a satisfactory conclusion.

 

  1. Blackwell: CLLR MURPHY asked about the status of the notice boards ordered for Armscote and Blackwell and dog waste bins for Blackwell, the clerk would chase up these orders as it had been sometime since they were placed. CLLR MURPHY would also notify CLLR SECCOMBE regarding the continuing potholes requiring repair and the poor state of repairs carried out recently by WCC.

 

  1. Darlingscott: CLLR NEWBERY identified potholes requiring repair by the travellers site, the clerk would co-ordinate this with WCC.

 

  1. Tredington.: The clerk reported that the playground inspection was due in May and that CLLR MACPHERSON had received the grant funding information for playground improvement work.

Neighbourhood Planning Group (TNPG): Documents are available on the Neighbourhood Plan website. Referendum to take place on 23rd June 2023. SDC would note the result of the vote and then approve the final plan. Noted that typical turnout in Neighbourhood Plan referendums was around 15%, with usually around 90% in favour.

 

  1. Reports from Ward Representatives of Warwickshire County Council and Stratford District Council.

 

CLLR SECCOMBE (WCC) had sent apologies.

 

 

CLLR HARVEY (SDC) reported that:

  • SDC were currently in a period of purdah ahead of the May 2023 elections. Voter photo ID required for the election could be obtained from SDC by 24th April 2023. Parish councillors would publicise the requirement and how to obtain Voter ID locally.
  • With regards to housing asylum seekers placed in SDC by the Home Office this was expected to continue into 2024

Locally CLLR HARVEY reported that:

  • He had been liaising with SDC planners regarding the Meadow House application in Darlingscott (22/03569), particularly around the legal advice provided to planners that office space could now be converted to a holiday let despite this application having initially been a local needs application. The application had now been approved by SDC.
  • The parish council thanked CLLR HARVEY for his support regarding local applications and asked that it be confirmed that an electrical vehicle charging point be included in the Meadow House holiday let approval

The meeting discussed application 23/00567/FUL and the public were invited to comment. Noted:

  • Private land would provide access for development and previous improvements agreed by developer had not been implemented due to delays from WCC.
  • Access is dangerous for construction vehicles and regularly blocked access for residents who part owned the land. Residents are seeking legal advice on restricting access.
  • Mill Lane is not suitable for access, particularly the unadopted part of the lane is of concern as there are no passing points or access for emergancey and delivery vehicles.
  • There had been significant development (50+ houses) in the past five years, with much of the development on the flood plain of the Stour. Severn Trent are a consultee, so noted again this should be a cause for further objection.
  • There is no demonstrable local housing need for the housing, but the site is within the Built-Up Area Boundary.
