Minutes June 2023
PRESENT: Parish Councillors: M ASTON(CHAIR), D GATEHOUSE, J NEWBERY, M THORNTON-TRINDER and R WEBB
IN ATTENDANCE: CLLR T HARVEY (Stratford District Council (SDC)), CLLR I SECCOMBE (Warwickshire County Council (WCC), IAN WILSON (CLERK) and four members of the public.

Apologies were received from CLLR N DUNN, CLLR J MURPHY and CLLR P MACPHERSON these were accepted.

Declarations of Interest and Request for Dispensation
There were no declarations of interest.

Acceptance of Minutes from Previous Meeting
The minutes from the AGM in May 2023 were agreed and accepted.

Matters Arising from Previous Minutes
Traffic Calming – Noted potential cost for moving 30mph zone in Tredington would be approximately £8000 to the Parish Council, who would also look at costings for repairing neon speed signs in Tredington.
CSW – CLLR THORNTON-TRINDER reported that training for volunteers had been arranged for 15th June 2023.
Newbold Open Space – Lioncourt’s latest correspondence relates to the access track being transferred and doesn’t include the whole area to be transferred to TPC. Confirmed that the parish council expected all the open space to be transferred to TPC, who would then arrange access rights through their legal representatives.
Tredington Playground – Emergency inspection arranged for June 19th, in the meantime any areas not deemed safe should be closed to the public. The clerk would look at arrangements for submitting a bid for CIL funding to SDC for improvements.
A Newbold resident reported that funds had been raised towards the go fund me appeal for the air ambulance by the village hall committee. Also noted that the recent storm had resulted in some remedial repairs being required at the village hall in Newbold, grant funding from the parish council to carry out may be required.

Chairman's report and other reports

Chairman: CLLR ASTON had nothing further to report

Clerk: The clerk confirmed that leaflets would be arranged and distributed to residents to publicise the upcoming Neighbourhood Plan referendum. CLLR MURPHY would be reimbursed for the cost of these.

Armscote: CLLR THORNTON-TRINDER reported that speed control stickers on wheelie bins were working well.

Blackwell: WCC reported that potholes were being filled as part of an overall programme, noted that £2.8m had been allocated for repairs across the county.

Darlingscott: CLLR NEWBERY reported several highways issues, including in adequate signage and traffic lights being faulty, which WCC would look into. Noted that grass cutting at junctions had now taken place.

Tredington: The clerk has arranged the playground inspection.

Newbold: The clerk would arrange reimbursement to the local farmer for digger work and invoices for outstanding allotment rents. Arrangements would be made with the mowing contractor for the village green to be mowed before the village fete

Neighbourhood Planning Group (TNPG): Referendum taking place on 22nd June 2023, with TPC arranging further publicity.

Reports from Ward Representatives of Warwickshire County Council and Stratford District Council.
CLLR SECCOMBE (WCC) reported that carers week was underway across the county and councillors noted that carers didn’t necessarily self-identify, further support is available at carerswarwickshire.gov.uk. Noted that single use vapes were causing problems for recycling sites, appropriate disposal sites were being identified and publicised.
CLLR HARVEY (SDC) reported that the new Lib Dem administration had issued two motions of notice; defibrillators to be included in all new developments and solar farm implications to be similarly considered.
Noted recent local press publicity for off street parking and that charges had increased in line with expectations.
Locally, the Tredington WI planning application had been submitted and WCC working in Newbold to improve drainage.

Noted that there were no decisions received since our last meeting. Also that recent appeal decisions had indicated that development percentages for settlements are not absolute, but a guidance, CLLR Harvey is seeking further clarification from SDC planners on the implications and guidance for future planning regulations and interpretation.
