Minutes December 2023

PRESENT: Parish Councillors: M ASTON(CHAIR), N. DUNN,  D GATEHOUSE , J MURPHY, J NEWBERY and R WEBB

IN ATTENDANCE: CLLR T HARVEY (Stratford District Council (SDC)), IAN WILSON (CLERK) and one member of the public. 

  1. Apologies

Apologies were received from CLLR P MACPHERSON and CLLR I SECCOMBE (Warwickshire County Council (WCC),these were accepted.

 

  1. Declarations of Interest and Request for Dispensations

 

There were no declarations of interest.

 

  1. Acceptance of Minutes from Previous Meeting

          The minutes from the OGM in November 2023 were agreed and accepted.

 

  1. Matters Arising from Previous Minutes

Newbold Open Space – Nothing to report

Tredington Playground – The clerk had submitted a bid to the County Councillor’s grant fund to help pay for the work and was still trying to find a contractor to do the work, The clerk would discuss with other local parish councillors, namely Ilmington, whether they were able to recommend anyone.

 

  1. Public Participation

 

A Newbold resident reported that the path from Newbold to Tredington needed repair, this would be notified to WCC highways team. Noted that Lawns2Mow had cleared leaves in the village hall car park and dog waste bins were on order for Newbold, with SDC to be made aware so that these could be emptied. Noted a request from the Spencer Estate for another.

 

Agreed that the two currently on order would be put in on Moss Lane and to replace the smaller one by the shop side of the bus stop in Newbold. An additional bin would be ordered for Armscote Road.

 

 

  1. Chairman's report and other reports

 

  • Chairman:  CLLR ASTON confirmed that  three dog waste bins would be installed in Newbold; Moss Lane, by the pub and Armscote road. This would probably involve moving the smaller one by the bust stop, the clerk would explore further.

 

  • Clerk: The clerk reported that he had submitted the WCC Councillor Grant application for Tredington Play Park, result expected within 12 weeks. The clerk had received and circulated the water quality report from Newbold residents as part of the Avon River Partnership, which was being financially supported by the parish council.

 

  • Armscote: CLLR GATEHOUSE reported that a neighbourhood watch co-ordinator had been appointed and work to dredge the ponds, funded by the parish council, had taken place. Also noted that building work had started at the Old Meeting House and drainage issues were being identified to WCC highways. The clerk would contact the owner of Armscote Manor to ensure over hanging hedges were cut back.

 

  • Blackwell: The meeting discussed the on-going issues around getting a resident to cut back overgrown trees which were proving hazardous for motorists, this was due to be cut back. Reported that Blackwell Improvement Goup were to provide a Coronation/Memorial bench. The memorial was to a local man tragically killed in a car crash and the parish council agreed to provide £200 towards this.

 

  • Darlingscott: CLLR NEWBERY had nothing to report

 

  • Newbold: CLLR ASTON had covered these issues under her Chairman’s items.
  • Tredington:  A playground update had been provided under matters arising. A new defibrillator cabinet had been purchased by the parish council and now installed

 

  1. Newbold Allotments

 

  • There will be six available in March, two available immediately
  • A combination lock to be added to the entrance
  • Track to be improved for vehicle access
  • All allotments to be tidied up

 

Agreed that the parish council would use CIL funding to improve the facility, following receipt of necessary quotes to be obtained by either CLLR ASTON or WEBB

 

  1. Reports from Ward Representatives of Warwickshire County Council and Stratford District Council.

 

CLLR SECCOMBE (WCC) had sent apologies – the meeting noted improvements to the footpath by Ettington Park carried out by WCC.

 

CLLR HARVEY (SDC) had circulated a written report that Parish Councillors thanked him for (available on request to the clerk). He also reported that:

 

  • The latest cabinet meeting (4th December 2023) had agreed the four year strategic plan
  • CLR Harvey had objected to the latest Newbold Mill Lane Barn planning application, 23/00567/FUL, and it was agreed that the Parish Council would support this objection
