  1. Acceptance of Minutes from Previous Meeting

The minutes from the OGM in July 2025 were agreed and accepted.

  1. Matters Arising from Previous Minutes

Traffic Calming – CLLR GATEHOUSE reported that there were no volunteers to carryb out Community Speed Watch, though traffic flow through Armscote had been much improved with recent road closures.

Defibrillators – Noted the costs to replace the machines (£4500) as circulated separately and Agreed to fund.

 

  1. Public Participation

Residents from Averis Way in Tredington attended the meeting. The briefed that there had been no response, despite repeated requests and contact with the private management company responsible for landscaping at land by their properties. Residents are being billed and chased for outstanding payments through arrears letters, though the company has not worked on site for some time They had also contacted the developer (Cameron Homes) for action, but had not been unable to arrange a meeting. Residents request was that either the parish council or SDC take over the land and maintain. Noted that residents were happy to pay increased council tax to facilitate this.

Cllr Harvey updated that SDC had set up a task and finish group to investigate the problems with private management companies across the district. SDC are sympathetic to the plight of residents but will only take over maintenance of such land as a last resort, if the parish council won't.

The meeting discussed the financial implications of either SDC, or the parish council taking over responsibility and noted the relevant s106 agreement with SDC and Cameron Homes states that the developer is responsible for at least seven years and that the space is for the community. SDC officers are supporting residents with enforcement of the s106 agreement.  

Parish Councillors discussed how they could support residents and commented that the management company was likely in breach of contract and couldn’t enforce payment. It was Agreed that residents would seek to resolve issues through SDC and Cameron Homes and then update the parish council further. Cllr Harvey would attend any meeting involving SDC officers and Cameron Homes.   

A Newbold resident reported on the difficulties that Newbold Church were experiencing getting volunteers to help with the church and raise funds for the continuing upkeep of the church and community facility. Parish Councillors suggested that the church council look at activities others in the area undertook. Noted that the situation was dire and the next steps if things didn’t improve would be to contact the diocese. If the church ceased to operate the churchyard would revert to the parish for maintenance.

  • Clerk: The clerk reported that the external audit was now complete. Noted that ahead of next year to be compliant the parish council should own their website domain and parish councillors should have all have dedicated emails for parish council business. The clerk was working to source a new notice board for Newbold and had previously contacted SDC regarding dog waste bins across the parish

 

 

  • Armscote: CLLR GATEHOUSE reported that road works had been completed by WCC and contractors in the hamlet and that County Highways had been contacted to refill the trench left by Severn Trent contactors. Noted that a planning application was expected for further work, where carriages have been moved.  

 

  • Blackwell: Nothing to report

 

  • Darlingscott: Nothing to report

 

  • Newbold: Nothing to report regarding the open space transfer. Allotment work and hedge trimming work on-going, including tree work ahead of National Grid work by the allotments. Noted work to clear the speed sign by WCC Highways was required.

 

  • Tredington: The meeting discussed the playground. The clkerk would arrange for access for the chippings to be delivered by Cllr Webb’s contractor. Cllr Webb would also arrange for quotes for further work as previously discussed, the mini diggers, sand pit and fence. The meeting thanked Cllr Aston for the work carried out to make the slide safe and usable.

CLLR CURTIS (WCC) reported that the speed limit would be moved in Newbold for the section of the road covered by the ‘dragons' teeth’, this work would be covered by CLLR CURTIS’s delegated budget. Councillors reminded to respond to WCC consultation on local government reorganisation by 26th September.  

 

CLLR HARVEY (SDC) had circulated a written report which the meeting noted and thanked him for. Councillors reminded to respond to SDC consultation on local government reorganisation by 14th September. Noted SDC favours a North and South Warwickshire two council solution.
