Apologies
Apologies were received from CLLR NEWBERY, CLLR MURPHY and CLLR HARVEY (Stratford District Council) (SDC) and these we accepted. CLLR DUNN reported that he had seen CLLR NEWBERY recently and he was hoping to return to attending the council meeting soon.

Acceptance of Minutes from Previous Meeting
The minutes from the OGM in January 2025 were agreed and accepted.

Matters Arising from Previous Minutes
Traffic Calming – The co-ordinator had now resigned and returned the speed monitoring equipment to the parish council. Noted that an Armscote resident was interested in taking this over and CLLR GATEHOUSE would follow this up.

Public Participation
Noted that SDC what 3 words required for dog waste bin locations in Newbold at Moss Lane, Armscote Road and the pub.
A Newbold resident reported that the chain link fence by the village green and notice board needed repairs, CLLR WEBB would look at tis and arrange in due course. The meeting discussed whether Chaple in Newbold is an adopted road and suggested that any problems with the road be reported on WCC fix my street web page.

Chairman's report and other reports

Chairman: A resident had asked about replacing street signs on the Sandfield Estate in Newbold. It was thought that this was an SDC responsibility, but CLLR SECCOMBE would confirm. See also Newbold

Clerk: The clerk reported that there was interest in the casual vacancies. Noted that Newbold Village Hall was also struggling for volunteers. It was agreed to update the Trust Agreement to include the current Chair of the Village Hall Committee.

Armscote: CLLR GATEHOUSE reported continuing flooding in the hamlet, CLLR SECCOMBE would follow this up with County Highways. Noted continuing disquiet with parking by the pub, though all appeared to be parked legally. Noted that dog waste bins in the hamlet were generally full so suggested that bigger bins would be required.

Blackwell: Noted that Blackwell Grange had submitted an extended licensing application which the parish council had agreed to object to.

Darlingscott: The meeting discussed the Traveller site at Darlingscott crossroads. CLLR SECCOMBE reported that WCC Highways had carried out additional gritting during the winter and were investigating further the causes of flooding with a view to mitigating this. CLLR SECCOMBE would report back in due course.

Newbold: CLLR ASTON reported that there was another interested party for one of the vacant allotments and noted that another skip may be required to continue tidying up. CLLR WEBB would look at repairing the potholes on the unadopted part of Middlefield Lane. CLLR ASTON thanked the he Newbold residents for the new bench opposite the village shop.

Tredington: The meeting discussed the play park, agreed that a grant application be submitted to Shipston Lions by 28th February. Noted 15 tonnes of bark were required and the clerk would look to source with quotes as per standing orders. CLLR WEBB was looking at options to repair the slide. Other issues raised in the last inspection report were being addressed, a new inspection would be arranged once the work was completed.

Reports from Ward Representatives of Warwickshire County Council and Stratford District Council.
CLLR SECCOMBE (WCC) reported that May elections were going ahead in Warwickshire. All councils were to submit plans to government for unitary authorities by mid-March and detailed plans by November 2025. Discussions between all Warwickshire were on-going and would continue into the pre-election period. Noted that the 25/26 budget agreed by WCC in February would result in a council tax increase of 4.99%, the increase is driven by demand for social care and special educational needs. The council has sought to keep the increase as low as possible through savings. Noted that post budget agreement public health grants from government have been increased and savings will therefore be further defined at the next cabinet meeting.
