  1. Acceptance of Minutes from Previous Meeting

          The minutes from the OGM in September 2024 were agreed and accepted.

 

  1. Matters Arising from Previous Minutes

Traffic Calming – The clerk reported that Tredington residents have raised concerns regarding parking by the school, like those raised in Newbold. The clerk would write to the school. WCC were in the process of arranging a site visit to discuss Newbold traffic surveys.

Newbold Open Space – Meeting noted that a draft agreement is with the council’s solicitor and the clerk is waiting on their comments

  1. Public Participation

A Newbold resident asked about the dog waste bins. Noted that SDC required a precise map to install, what 3 words suggested. Noted the hedge at the corner of Middlefield Lane and the main road needed attention, this would be the responsibility of the owner and Chairman would investigate further. A replacement key for the mud hut on the village green was being sourced. The meeting noted for WCC continued attention that road signs in the parish, particularly one on the Fosse Way, in need of replacement.

 

  1. Chairman's report and other reports

 

  • Chairman:  See also Newbold and public participation. The meeting discussed providing wreaths for remembrance Sunday at each of the memorials. It was agreed that the council would provide a donation of £100 towards the Royal British Legion rather than purchase wreaths this year.  

 

  • Clerk: The clerk reported residents at the Emmerdale Farm development had enquired as to responsibility for tree maintenance. The meeting discussed that these had not been adopted so ownership was unclear. The clerk would contact Shipston Area Flood Action Group for more information, given their location, and CLLR SECCOMBE would enquire with WCC colleagues who may be able to provide a contact with British Waterways.

 

Noted the grant application from Tredington Parochial Church Council (previously circulated). It was unlikely that the council was legally able to fund this, the clerk would confirm.

 

  • Armscote: CLLR GATEHOUSE reported that drains had now been cleared and that a resident had used his own pumping gear to remove sewerage from his property. Noted that following recent rain the storm drain was blocked, CLLR SECCOMBE would arrange for the gully buster to visit the village and suggested that CLLR GATEHOUSE contact Severn Trent regarding sewerage. It was agreed that CLLR WEBB would arrange for the overhanging hedge at Whichways to be cut back.

 

  • Blackwell: CLLR MURPHY reported that the road at lower farm had collapsed further due to further water damage. County Highways would investigate and liaise with Severn Trent. Noted that work agreed to cut back hedge obstructing the road, a suitable slot is awaited.

 

  • Darlingscott: Noted continued flooding at the Traveller the site. WCC are aware and CLLR SECCOMBE would again investigate what action was possible.

 

  • Newbold: CLLR ASTON reported that she would look at hiring a skip for the allotments to be cleared. Noted that a retrospective planning application was waited for the kennels in Middlefield Lane. The meeting discussed traffic and access issues, particularly along the unadopted road. The clerk would investigate ownership with Land Registry. A licencing application for the business was also thought to be outstanding.

 

  • Tredington: CLLR DUNN reported that the bottom of the slide in the playpark needed closing off and the meeting discussed replacement of play sand, diggers and fence at the park. CLLR WEBB is currently investigating replacement for the slide and costings for bark/rubber replacement, he would also look at these other items identified. The meeting noted correspondence form residents regarding grass cutting to the village boundary, it was unclear where the boundary actually was, County Highways would confirm.

 

  1. Reports from Ward Representatives of Warwickshire County Council and Stratford District Council.

 

CLLR SECCOMBE (WCC) reported that WCC were busy with budget setting and priorities, particularly the implications from the recent national budget for Adult Social Care, Children’s Social Care and Special Educational Needs (SEND). WCC currently looking to source affordable SEND provision in local schools with more local placements planned. With regard to Adult Social Care noted increasing demand and WCC response to increase independent living and housing care support. The local government settlement is expected later in December. Locally attention was drawn to capital investment at Shipston Pharmacy to meet increasing demand and reduce pressure on primary care.

 

CLLR HARVEY (SDC) had circulated a written report which the meeting noted. In addition, he reported that SDC were also busy with budget setting, reviewing forecasts for revenue and cost projections into 2025/26. The October council meeting had looked at winter fuel poverty, with te possibility of a campaign for retaining the pensioner fuel allowance. There had also been much debate around food insecurity. CLLR HARVEY reminded the parish council to submit any issues for raising at Overview and Scrutiny Committee to SDC officers before the end of December.
