Apologies were received from CLLR NEWBERY and CLLR SECCOMBE (Warwickshire County Council) (WCC) and these we accepted.

          There were no declarations of interest

  1. Acceptance of Minutes from Previous Meeting

          The minutes from the OGM in July 2024 were agreed and accepted.

 

  1. Matters Arising from Previous Minutes

Newbold Traffic Calming - The meeting noted correspondence from CLLR SECCOMBE and County Highways regarding speed surveys in Newbold. The Chair would attend a meeting County Highways along with CLLR HARVEY that CLLR SECCOMBE had offered to arrange. Correspondence from a Newbold resident was also considered regarding parking by the school, noted that the area where bollards were suggested was private land, but parents and the school would be reminded of the additional parking available which would possibly alleviate the congestion and traffic hazards at busy times.

Dog Waste Bins – The clerk to contact SDC street scene to chase the two new and larger ones required for Newbold

Chain Link – CLLR Webb would look at repairing the broken chain at Newbold Village Green

  1. Chairman's report and other reports

 

  • Chairman:  See Newbold.

 

  • Clerk: The clerk reported that there was progress with the open space transfer and our solicitor had received correspondence from Lioncourt’s solicitor.

 

  • Armscote: CLLR GATEHOUSE reported that Severn Trent had left a trench in the hamlet following their works, this had been identified to County Highways for infilling to ensure the road surface was safe. There had also been reports of unusual traffic in Armscote, this had been logged with local police and the community had been made aware to be vigilant via social media.

 

  • Blackwell: CLLR MURPHY reported that CLLR WEBB had removed the Willow which had been obstructing the highway, in doing so a fire hydrant had been identified in the hedgerow. County Highways have been made aware and will write to the landowner requesting that the hedgerow be cut back. However, the meeting noted that the landowner wouldn’t be able to arrange this, and it was agreed that the council would finance this work.

 

  • Darlingscott: Noted continued flooding at the Traveller the site. WCC are aware, but enforcement action is not cost effective. The clerk would make enquiries as to whether there was anyone on site who may be able to assist.

 

  • Newbold: CLLR ASTON reported the damaged bench had now been removed from the green, this would be repaired and replaced, anchored to the village hall so that it wouldn’t be moveable and wouldn’t be a safety risk. Noted SDC are awaiting a retrospective planning application for the kennels on Middlefield Lane, the meeting again discussed the unadopted part of Middlefield Lane, which was further damaged and previous repairs had proved inadequate

 

  • Tredington: CLLR WEBB would provide a quote for the playground remedial works and the clerk would contact County Highways regarding the installation of a further dropped kerb by the playground. The meeting agreed that the area of ‘green’ in Tredington that wasn’t owned by the parish would be taken off the mowing maps and the contactor would be advised accordingly.

 

  1. Reports from Ward Representatives of Warwickshire County Council and Stratford District Council.

 

CLLR SECCOMBE (WCC) had sent apologies.

 

CLLR HARVEY (SDC) had circulated a written report which the meeting noted. In addition, he reported:

 

  • An analysis of affordable housing comparing SDC to 14 similar councils had identified that SDC had provided for 2522 over the years, which was the most among the 14 surveyed. Noted that this also compared to 2400 provided by Birmingham City Council.
  • A motion had been laid before the SDC October council meeting to have a local campaign against the pensioner winter fuel allowance being withdrawn for pensioners not in receipt of pension credit. SDC were also to request that the campaign be funded by central government
  • Noted that traffic signs had been reinstated by County Highways in the parish, unlike some others throughout the rest of the county. Similarly, road closed signs in Armscote had not yet been removed despite the work now being complete.
  • CLLR HARVEY has surveyed 150 households for volunteers to deliver the Shipston Forum, so far no one has come forward.

The meeting noted that CLLR HARVEY’s objection to the Barn in Mill Lane, Newbold application (24/00729/FUL) regarding the Built-Up Area Boundary had now been addressed. This left issues regarding access as objections, but it was expected that the developer would also address these. Residents have now commissioned an hydrologists report and SDC has asked the local flood authority to comment, they have raised objections and the developers have been asked to respond, depending on the response SDC planners will either approve or refuse this application.

 

The clerk would recirculate the decision to refuse application 24/01036/FUL, October House, Tredington.
