  1. Acceptance of Minutes from Previous Meeting

          The minutes from the AGM in May 2024 were agreed and accepted.

 

  1. Matters Arising from Previous Minutes

Defibrillators - Noted that Shipston First Responders have taken over the maintaining and administration of the defibrillators.

Newbold Traffic Calming - Noted that the school had been written to regarding parents parking and that any bollards to restrict parking on the grass by the schools would need to be put there by the owner of the land. The meeting discussed weight restrictions for the Armscote Road, as raised by a resident. It was agreed that this wasn’t something that the parish council would wish to fund as this was a temporary problem. The clerk would inform WCC accordingly.   

 

  1. Public Participation

Noted that new dog waste bins were being arranged with SDC for Newbold. A Newbold resident reported that the chain fence by the green needed replacing, CLLR WEBB would liaise with CLLR ASTON to replace. Grass cutting by WCC by the shop was not being completed properly and a resident was tidying up, the council would contact WCC to ensure that it was done properly, similarly the clerk would ensure that the developer cut the grass at the open space by the Spencer development in Newbold. The clerk would also contact Shirley Estates and WCC regarding the state of the unadopted part of Middlefield Lane.  

 

  1. Chairman's report and other reports

 

  • Chairman:  See Newbold.

 

  • Clerk: The clerk reported that there was no progress with the open space transfer, he would chase with the developer. The meeting noted faded road signs in the parish, of which County Highways had been made aware. Correspondence regarding grass cutting was noted and the clerk would remind residents where it was the responsibility of the district and county council to maintain verges.

 

The clerk reported correspondence on audit reports, internal controls and code of conduct (see item 11).The meeting agreed to receive budget reports every other month as per the practice at SDC, the next one would be in October 2024 and reviewed to continue with the Code of Conduct, Standing Orders and Financial Regulations as previously adopted..

 

  • Armscote: CLLR GATEHOUSE reported that she had arranged for dog waste bins in the hamlet to be emptied more frequently in the summer and that County Highways had restored the signs at the entrance to the hamlet. CLLR SECCOMBE would arrange for the ditch which remained from drainage work to be filled.  

 

  • Blackwell: CLLR MURPHY reported that roads marked up for repair were still to be addressed. CLLR SECCOMBE would take this up with Severn Trent through County Highways. The meeting discussed Severn Trent responsibilities regarding planning application consultations and the need to consider the capacity implications of new developments on the infrastructure, this was something that CLLR SECCOMBE would raise with WCC for Severn Trent. The clerk would contact the applicant regarding the barn application in the village.

 

  • Darlingscott: Noted continued flooding a.t the site. WCC are aware, but find enforcement action difficult

 

  • Newbold: CLLR ASTON reported a shed needed removing on the allotments and asked that the clerk contact the electricity company to cut back the trees on the allotments. The meeting discussed retrospective planning required for the kennels at the bottom of Middlefield Lane and noted planning enforcement had been contacted

 

  • Tredington:  It was agreed that meeting minutes would be published on the village Facebook page and that WCC remove the sabotaged tree in the village, the parish council would look to source replacement saplings in the future. Noted that the fence by the playground needed replacing and CLLR WEBB would arrange a quote for this along with the other playground repairs. WCC were made aware of issues with the drop kerb at one entrance to the playground not being completed. The meeting also noted that a resident was still allowing her dog to use the playpark despite the new no dog signs.

 

 

  1. Reports from Ward Representatives of Warwickshire County Council and Stratford District Council.

 

CLLR SECCOMBE (WCC) is looking to work closely with the new MPs and has provided them with a comprehensive induction

 

CLLR HARVEY (SDC) had circulated a written report which the meeting noted. Noted that delays with Stratford Gateway project due to issues with purchasing land and changes in local government administration. The council had also been asked to look at provision of traveller sites, as SDC didn’t currently provide the requisite number of pitches.
