AGM Minutes May 2024

The council unanimously elected CLLR ASTON as Chair and CLLR MURPHY as Deputy. Vice Chair CLLR MURPHY would continue to lead on planning, CLLR DUNN on communications and defibrillators, CLLRs ASTON and WEBB on allotments and CLLR GATEHOUSE would take over traffic calming. Accepted that CLLR NEWBERY was unlikely to be attending this year due to ill health. 

  1. Acceptance of Minutes from Previous Meeting

          The minutes from the OGM in March 2024 were agreed and accepted.

  1. Matters Arising from Previous Minutes
  1. 23/24 Audit and Final Accounts-The Year end balances, previously circulated were agreed and the internal audit for 23/24 was noted. The
  2. 23/24 Annual Returns – The Annual Returns for 23/24 were agreed to be submitted to the external auditors at the end of June 2024
  3. Defibrillators – Shipston First Responders had agreed to take over responsibility for £10 per month and would provide 2-hour training sessions and add bleed pads to the kits.
  4. Darlingscott Travellers Site – WCC had been contacted regarding these issues. It was agreed that contractors could have access to cut back tress by the power cables. Similar arrangements were discussed for Newbold allotments.

 

  1. Public Participation

 

A Newbold resident described that current state of the unadopted part of Middlefield Lane, the owner would be contacted to arrange repairs. Larger dog waste bins were being arranged through SDC. The meeting also discussed the bench by the village shop   

 

 

  1. Chairman's report and other reports

 

  • Chairman:  See Newbold. The Chair would discuss mowing of the green in Tredington with the owner.

 

  • Clerk: The clerk reported that he was still trying to confirm transfer arrangements with Lioncourt. The meeting discussed mowing arrangements and noted that the contractor had been reminded of the council’s commitment to no mow May. The clerk would look at options to resolve the ownership of Tredington village green.  

 

  • Armscote: CLLR GATEHOUSE reported that the proposed electronic gates for planning in an Armscote property were in the original position and would improve security without being a hazard to traffic. It was therefore agreed not to oppose this application. Noted parking issues by the pub in the village would be in easy for County Highways  

 

  • Blackwell: CLLR MURPHY had advised that on-going Highways issues were being escalated to County Highways 

 

  • Darlingscott: CLLR NEWBERY had reported on-going issues with the traveller site, see matters arising

 

  • Newbold: CLLR ASTON reported that a bollard needed replacing, this would be reported to County Highways. Tenancy agreements would be provided for new allotment tenants.    

 

  • Tredington:  Noted the grass cutting issues, see Chair report. The clerk would liaise with Ilmington clerk around work required for the playground. The no dogs signs had been installed at the playground
