PRESENT: Parish Councillors: CLLR M ASTON (CHAIR), CLLR D GATEHOUSE , CLLR J MURPHY and J NEWBERY.

There were no declarations of interest.

Acceptance of Minutes from Previous Meeting
The minutes from the OGM in February 2023 were agreed and accepted.

Matters Arising from Previous Minutes
Newbold Open Space – No further updates.
Shipston First Responders – Confirmed that the Parish Council had agreed to pledge £1000 towards the appeal towards vehicle replacement for the volunteers.

Public Participation
A Newbold resident addressed the meeting regarding parking problems in the village, particularly around school drop off and pick up. The meeting noted that this was also exasperated by building and utilities work, noted concerns that first responders will struggle for access due to this issue and suggested that a green space be converted to parking. Councillors weren’t keen to lose an additional green space and noted that WCC (Cllr Seccombe) was aware of the concerns. The council also confirmed that it had previously suggested that school staff and visitors use the church car park or Lioncourt estate car park. It was Agreed that the school would be contacted to ask that parents park considerately, use other car parks and where possible walk their children to school. The council would continue to monitor the situation
An Armscote resident provided an update on speed awareness and traffic calming. Noted the contact for Newbold speed watch going forward. Bin speed stickers would be forwarded to the Chair.
A Newbold resident reminded the meeting about the dog waste bins and expressed concern regarding the number of vehicles using Middlefield Lane at speed to access the storage facility. The meeting discussed electronic signs to discourage speed, However, it was noted that these signs had high maintenance costs. The storage facility owners would be contacted by the parish council

Chairman's report and other reports

Clerk: The clerk reported that a fly tipping incident had been reported to SDC and that he had provided details of the council’s CIL (Community a Infrastructure Levy) receipts, spending and plans to a Newbold resident

Armscote: CLLR GATEHOUSE reported recent damage to verges and kerbs and noted that this would be escalated to WCC Highways. Who had also worked on flooding issues in the hamlet. Noted correspondence with a resident regarding damage caused by a company when digging a trench and that this issue had been resolved

Blackwell: CLLR MURPHY raised a highways issue following Severn Trent work in the village and Cllr Seccombe would note to WCC Highways that the road needed to be resurfaced. Also noted that the hedge obstructing traffic was still to be cut back. There were couple of planning and highways regarding Blackwell Business Park which WCC and SDV representatives would take forward, namely the drop off the road and clearance of bushes and trees by the owners.

Darlingscott: CLLR NEWBERY asked about progress regarding pot holes and the traveller site at the crossroads. Cllr Seccombe would take forward with WCC Highways.

Newbold: CLLR ASTON noted dog waste bins were being arranged with SDC. Departing allotment holders to be contacted to clear their sites, then a new lock and track to be arranged. The meeting discussed Tree Preservation Orders (TPO), Cllr Harvey explained that there was one in Newbold and two in Armscote and suggested that SDC be contacted to arrange a tree survey

Reports from Ward Representatives of Warwickshire County Council and Stratford District Council.
CLLR SECCOMBE (WCC) reported that locally the collapsed gully under the Halford roundabout was being addressed by County Highways and that Severn Trent pumping system was at full capacity leading to recent flooding from the Stour.
The next cabinet meeting would agree the devolution deal for WCC form central government, which would lead to some statutory powers being devolved to WCC, most notably the skills budget and compulsory purchase. WCC as an investment zone would receive business rates from the Gigafactory planned at Baginton, this was a joint venture with West Midlands Combined Authority and expected to result in over 6,000 new jobs.
CLLR HARVEY (SDC) had circulated a written report which the meeting noted.
